French 10-year bond yield breaches 5% for first time since 2002 as budget crisis deepens

By —

France's benchmark 10-year government bond yield briefly crossed 5% on Wednesday, the first time since 2002, as violent protests and a budget standoff pile pressure on Paris to repair its finances. The yield was last around 4.9794%, about 6 basis points higher, after rising above 5% shortly before 11:30 a.m. in Paris (5:30 a.m. ET). The FR10Y quote showed +0.0758 (-0.61%).

French government borrowing costs spiked as the country grapples with mass civil unrest and a divided parliament. Investors are worried that lawmakers will struggle to agree on the spending cuts needed to bring down a swelling national debt and wide deficit.

Budget cuts and the 49.3 tool

Lawmakers are negotiating the 2027 fiscal budget. Prime Minister Sebastien Lecornu says he will target 54 billion euros ($60.6 billion) in spending cuts. France is under the EU's excessive deficit procedure, with the bloc recommending Paris bring its national deficit closer to 3% of GDP, compared with 5.1% reached at the end of last year.

Finance minister Roland Lescure said Wednesday that the government will force its proposed spending cuts through if lawmakers do not agree, a move that risks sparking further instability. He told French radio station RTL that the government was willing to bypass parliament again if necessary to force next year's budget through.

"I'm convinced of this because we have no choice," Lescure said. "We have the tools to get it passed, so I'm convinced we'll succeed." He said the government has "guardrails" available, including Article 49.3 of the French constitution, which allows the Prime Minister to force the adoption of a bill through the National Assembly without a vote. "If we veer off course, we'll activate the guardrails," he told RTL.

Budget talks have become a major source of political turbulence. After last year's negotiations failed, Lecornu used emergency legislation to force this year's budget through without parliamentary approval in February. Previous administrations were ousted when spending disagreements came to a head. Lecornu himself resigned less than a month into his tenure over budget divisions, only to be reappointed by President Emmanuel Macron days later.

Unrest adds to market nerves

Widespread protests have turned increasingly violent since starting as a Parisian student movement last month. The unrest culminated in rioting and looting over the weekend, with officials estimating that the damages could be worth hundreds of millions of euros. Protesters are demanding that the government invest in education and ease the cost of living. A protest in Marseille on Oct. 17, 2026 was part of the wave.

Bond traders are also looking ahead to next spring's French presidential election as a potential source of further instability. Current frontrunner, right-wing candidate Marine Le Pen, said earlier this month that she could bring the deficit below 3% within 18 months of being elected, but critics have questioned whether her proposed savings are credible.

What it means

The spike in French borrowing costs shows how quickly budget politics can unsettle bond markets. For Nigeria, it adds to the global backdrop of tighter financing conditions, a trend that can raise borrowing costs for governments and businesses alike.
