CBN opens bids for 2026 projects: construction, ICT, security upgrades in focus

The Central Bank of Nigeria has invited contractors, consultants and suppliers to submit Expressions of Interest for its 2026 procurement programme. The projects cover construction, ICT upgrades, consultancy services, and security equipment.

The call was published on the CBN website on Friday, May 22. The bank said funds have been set aside for the projects, which are spread across its headquarters in Abuja and offices in Lagos, Kano and Port Harcourt.

Three categories of work

The procurement is divided into three categories: Works, Consultancy Services, and Goods/Security Services.

Under Works, the CBN plans to remodel its Service Centre, Contact Centre and IT diagnostic workspace. It will also build the infrastructure for a new Innovation Centre for the financial system.

For Consultancy Services, the bank is seeking expertise in several areas: developing the Innovation Centre framework, harmonising and restructuring data, implementing ISO 42001 (AI Management System), creating an AI governance framework for the financial system, supporting open banking implementation, establishing trade and organisational restructuring advisory, virtualising its Currency Museum, and assuring the quality of its internal audit services.

Under Goods and Security Services, the CBN aims to upgrade its core banking platform from Temenos T24 Release 20 to Release 25. It also wants to improve internet banking capabilities, enable automation for trade finance systems, and install enterprise observability, FinOps tools, and cyber security infrastructure.

ICT and security upgrades

On the ICT side, the bank is seeking to optimise cross-border payments via ISO 20022, execute a PostgreSQL database migration, automate disaster recovery, and optimise middleware. It also plans to install anti-ransomware air gap backup systems.

For security, the CBN intends to acquire five fire trucks, deploy and upgrade its CCTV system, and enhance physical security systems across its facilities.

Eligibility and submission

Firms must present evidence of corporate registration with the CAC, tax compliance certificates, ITF compliance documents, auditable financial statements, and proof of previous work on similar projects.

Submissions must be made through the CBN Procurement Management System portal at http://vpms.cbn.gov.ng. The deadline is 11.59 pm on Monday, June 1, 2026. Only pre-qualified vendors will be invited to the next stage.
